Regulations of division (splitsingsreglement)

The regulations of division are the rules in the deed of division that govern the VvE: costs, management, insurance, meetings and voting.

Every deed of division contains regulations (article 5:111(d) BW). They must at least set out which debts and costs are shared, the annual operating account and contributions, the use, management and maintenance of the common parts, who insures the building and against which risks, and the founding and articles of the VvE (article 5:112(1) BW). The articles cover, among other things, contributions, how the meeting is called and how many votes each owner has (article 5:112(2) BW).

In practice the deed usually refers to model regulations, sometimes with changes. So always read both: what is in the deed itself takes precedence.

Changing the regulations means amending the deed of division and goes through a notary (article 5:139 BW). Day-to-day arrangements, such as rules for the bicycle storage, belong in house rules.
