For small VvEs that manage themselves
Your VvE in order. Together with your neighbours.
Buur helps you keep documents, money, and decisions in view. A clear checklist shows what is done and what the next step is. The example is a small VvE. A ticked item does not mean it has been legally checked.

- Absolute (simple) majority
An absolute majority means more than half of the votes cast. It is the default rule for decisions of the owners' meeting.
- Annual accounts (jaarrekening)
The annual accounts show the VvE's income, expenditure and balance sheet for the past financial year, including the size of the reserve fund.
- Annual meeting (jaarvergadering)
The annual meeting is the owners' meeting where, among other things, the annual accounts are presented for approval. Under the Model Regulations 2017 it is held within six months of the financial year end.
- Annulment of a VvE decision
A VvE decision taken in breach of the rules or of reasonableness and fairness can be annulled by the subdistrict court. The request must be made within a month.
- Apartment owner
The apartment owner is the person entitled to an apartment right. They are automatically a member of the VvE.
- Apartment right (appartementsrecht)
An apartment right is a share in the whole divided building and land, combined with the right to exclusive use of a specific part of it.
- Attendance list (presentielijst)
The attendance list records which persons entitled to vote are present or represented. Under the Model Regulations 2017 it is decisive for the quorum.
- Audit committee (kascommissie)
The audit committee checks the VvE's annual accounts and reports its findings to the owners' meeting.
- Budget (begroting)
The budget is the VvE's financial plan for the current financial year. The meeting adopts it, and with it the advance contributions.
- Buildings insurance (opstalverzekering)
Buildings insurance covers damage to the building itself. In a VvE the board usually takes it out for the whole building.
- Chairman
The chair is the elected owner who leads the board and the general meeting, keeps the meeting on track, and makes sure decisions turn into clear actions.
- Common parts (gemeenschappelijke gedeelten)
Common parts are the parts of the building and land not intended for use by one owner, such as the stairwell, the roof and the foundations.
- Decision outside a meeting
A decision outside a meeting is a proposal that all persons entitled to vote agree to in writing or by email. Under the Model Regulations 2017 it equals a meeting decision.
- Deed of division (splitsingsakte)
The deed of division is the notarial deed that divides a building into apartment rights. It includes a drawing and a set of regulations.
- Digital meetings
From 1 January 2027, whoever calls the VvE meeting may decide that it is fully online or hybrid, subject to legal conditions.
- Discharge (décharge)
By granting discharge, the meeting approves the board's management, insofar as it appears from the annual accounts.
- Dormant VvE (slapende VvE)
A dormant VvE exists legally but does not function: there are no meetings, no budget and often no reserve fund.
- Exclusive right of use
The exclusive right of use is the core of an apartment right: the right to be the only one to use certain parts of the building.
- Fraction (breukdeel)
The fraction (breukdeel) is an apartment right's share in the whole, expressed as a fraction. It often determines how much you contribute to the costs.
- House rules (huishoudelijk reglement)
House rules contain additional VvE arrangements, such as rules for using shared spaces. They may not conflict with the regulations of division.
- Joint and several liability
Owners are liable alongside the VvE for its debts, each for their share. On a sale, buyer and seller are jointly and severally liable for recent contributions.
- KVK registration of the VvE
A VvE is a legal entity and must be registered in the KVK Trade Register, with its board members. Changes must be reported within a week.
- Meeting notice (oproeping)
The notice is the invitation to the owners' meeting. Under the Model Regulations 2017 it goes out at least fifteen days in advance, with agenda and documents.
- Minutes (notulen)
Minutes are the written record of an owners' meeting, including the decisions taken. Under the Model Regulations 2017 owners receive them within two weeks.
- Model regulations (modelreglement)
Model regulations are a standard set of rules drawn up by notaries that a deed of division can refer to, such as the Model Regulations 2017.
- Multi-year maintenance plan (MJOP)
An MJOP plans the maintenance, repair and renewal of the building for at least ten years, with the costs per year. It is one basis for the annual reserve.
- Occupant (gebruiker)
An occupant is someone who uses an apartment without owning it, usually a tenant. The regulations' rules on use, management and maintenance apply to them.
- Owners' association (VvE)
The VvE is the association that every owner of an apartment right in a divided building automatically belongs to. It manages the shared parts.
- Owners' meeting (ALV)
The owners' meeting, often called the ALV, is the VvE's highest body. It holds every power not assigned to another body.
- Private section (privé-gedeelte)
The private section is the part of the building that the deed of division designates for exclusive use by one owner as a separate unit, such as your apartment.
- Property manager (beheerder)
A property manager is a person or company to whom the meeting entrusts the VvE's administration and/or technical management. The board remains responsible.
- Proxy (volmacht)
With a proxy, an owner lets someone else attend the meeting and vote on their behalf. Under the Model Regulations 2017 this can be done in writing or by email.
- Qualified majority
A qualified majority is a larger majority than half, such as two thirds or four fifths, required for certain VvE decisions.
- Quorum
The quorum is the minimum number of votes that must be present or represented before the meeting can take a valid decision.
- Rebuilding value (herbouwwaarde)
The rebuilding value is the amount needed to rebuild the building. Without an MJOP, the VvE sets aside at least 0.5% of it each year.
- Regulations of division (splitsingsreglement)
The regulations of division are the rules in the deed of division that govern the VvE: costs, management, insurance, meetings and voting.
- Reserve fund (reservefonds)
The reserve fund is the VvE's savings for costs that do not recur every year, such as major maintenance. Every VvE must keep one.
- Second meeting
A second meeting is held when the quorum for a heavier decision was not reached. Two thirds of the votes cast then decide, regardless of turnout.
- Statement on sale (5:122 statement)
When an apartment is sold, the notary attaches a statement from the VvE board to the deed, showing outstanding contributions, the reserve fund and the VvE's debts.
- Sub-division (ondersplitsing)
In a sub-division, one apartment right is itself divided into apartment rights, with its own association of sub-owners.
- Substitute authorisation (subdistrict court)
With a substitute authorisation, the subdistrict court can grant permission that another owner or the VvE refuses without reasonable grounds.
- Tied vote (staking van stemmen)
A vote is tied when there are as many votes for as against. Under the Model Regulations 2017, a proposal on matters is then deemed rejected.
- Treasurer
The treasurer is the elected owner who looks after the VvE’s money. They keep the bank account clean, set up the monthly owner contributions, pay approved invoices, and prepare simple, readable financial reports for everyone.
- Voting rights (stemrecht)
Voting rights are an owner's right to vote at the owners' meeting. The deed of division states how many votes you have.
- VvE Board
The board is the small team of elected owners that runs your VvE day to day and carries out what everyone agreed at the annual meeting (ALV).
- VvE contribution (service charge)
The VvE contribution is the amount each owner pays the VvE periodically for shared costs and the reserve fund.
