Alongside the regulations of division, a VvE can adopt house rules. The law gives the owners' meeting the power to make rules on the use of the common parts, insofar as the regulations say nothing about it (article 5:128(1) BW).
Under the Model Regulations 2017, house rules can cover, among other things, use, management and maintenance, the order of the meeting, instructions to the board, complaints and rules against nuisance (article 64.1). Provisions that conflict with the law or the regulations do not apply (article 64.3). Adopting or amending them requires a two-thirds majority as for heavier decisions (article 64.4), and the board has them registered in the public registers (article 64.6).
Users such as tenants can also be bound by rules. If a user refuses to comply with a rule, the subdistrict court can decide that the rule applies to them as well (article 5:128(2) BW).
