The law has no separate figure of a property manager: the VvE is run by the board, which manages its funds and carries out decisions (article 5:131 BW). The Model Regulations 2017 do allow the meeting to entrust the administration to a manager: receiving and collecting payments, making payments, keeping the books and providing statements to owners, notaries and the board (article 61.1). Technical or structural management can also be outsourced (article 61.2).
A manager acts under the terms the meeting agrees with them. If they act as the board's proxy, the Model Regulations require them to be registered in the Trade Register (article 57.2).
Outsourcing tasks does not change the board's legal position. Set out clearly in the engagement which tasks and powers the manager has, and up to what amount they may spend.
